1) An error within the "x86_assign_hw_event()" function
(arch/x86/kernel/cpu/perf_event.c) when calculating the base can
falsely lead the NMI (Non-Maskable Interrupt) Watchdog to detect a
lockup and cause a kernel panic e.g. via the perf tool.
